Cops have, and put to use, an ever-expanding arsenal of tools in their crime stopping efforts. In this case, and per various articles, on or about February 5th, 2015 Netherlands' police arrested a Haarlem (yes, that is the name of a town not to far from Amsterdam) home owner for operating an illegal grow house after developing suspicion based upon the lack of snow on the home's roof.
It seems that snow had covered every Haarlem rooftop save for this one, and, sure enough, once inside cops found "industrial-scale cultivation of cannabis", and the lack of snow was in fact proven to be a plethora of heat lamps which were used to nurture the plants.
Cultivation and possession of marijuana is (sensibly) lawful in the Netherlands but such personal use is limited to growing a maximum of five (5) plants and carrying up to five (5) grams (or about 0.17 ounces) on one's person. In this case the cops posted / Tweeted a pic of the house and the bust as a warning to others (you can view the Tweet here).
Cops have more sophisticated methods, including using thermal imaging devices in helicopters and airplanes, but in the end such busts almost always boil down to a confidential informant / source (CI / CS) snitching.
In any event I don't presume to know the first thing about Netherlands law or procedure but right here in the good old U S of A we have a little thing called the "Constitution" which, pursuant to the 4th Amendment thereto, requires that a neutral and detached Judge / Magistrate issue a warrant based upon sworn testimony amounting to probable cause (meaning facts sufficient to cause a reasonably prudent person to believe... ) that a crime is being committed. It seems to me that, absent any other corroborating information, a lack of snow in and of itself is a curiosity at best, but in and of itself it does not amount to "PC" (this phenomenon could occur for any of a number of lawful reasons) justifying an intrusive government search of one's castle.
Personally, I, for one, take the U.S. Constitution seriously, kinda like this guy....
