Grovetown, Georgia inmates are beginning to don hot pink uniforms. From underwear to "prison scrubs", the traditional bright effeminate color is being forced upon inmates with a duel-pronged plan, to wit: to reduce recidivism (presuming that men who are forced to wear pink 24/7 will be less inclined to return to jail) and also to impress upon outsiders that a Grovetown jail is not where they want to be (i.e., per Chief Gary Jones, Grovetown Public Safety Department Director: "Folks will see our inmates picking up trash in the gullies wearing hot pink, and hopefully it'll give them a second thought if they want to come here and do wrong"). But Chief Jones can't take credit for departing from the traditional orange jail outfits.
The fact is that Grovetown followed, mimicked actually, the infamous and self-proclaimed "America's toughest Sheriff" Joe Arpaio, much of who's controversial past (can be read here).
Sheriff Joe has has served (six) 6 elected terms not withstanding a plethora of obstacles. He's been both censured by the US Supreme Court and targeted by the U.S. Department of Justice on several issues including but not limited to his tough anti-immigration stance, allegations of racial profiling, several 8th Amendment violations regarding jail conditions and improperly clearing abuse violations. Further, Sheriff Joe has gone to proverbial war with local and State officials and agencies for matters including but not limited to multiple allegations of abuse of power, election law violations, misuse of funds and promoting as fake bomb treat against himself. Whether any or all of the allegations against him are true, false or indifferent (personally I believe that many of the claims against him are both politically motivated and driven), there's no denying that Sheriff Joe has implemented an innovative approach to corrections and penal philosophy, and that his cutting edge variations precipitated Chief Jones' idea. to pink outfits for his "chain gangs" (it should be noted that Sheriff Joe expanded the traditional concept to include "volunteer chain gangs" for both female incarcerants - who choose to work a seven (7) hours shift from 7:00 am - 2:00 pm six (6) days a week - and for juveniles - who earn high school credit toward their diploma)...

There is plenty of evidence to support the idea that color effects mood and behavior, and jailers are simply following the lead of psychologists and interior designers. The real test will be whether or not the recidivism rate actually drops. Meantime, I support mostly all reasonable constructive ideas to reduce repeat offenders and to improve and promote the rehabilitative aspect of incarceration. There was a time where "rehabilitation" was a stated goal in the corrections mission statement, but not anymore. Nowadays its all about "punishment" but A) "operant conditioning", a system of rewards and punishments, has been proven time and time again to be a better means to encourage association desirable or undesirable outcomes with certain behaviors than pure punishment and B) if you don't give folks the "tools" to live a crime-free life then the odds that they'll come back into the system are likely to increase exponentially.
